I treated my political prisoners with consideration even though they were carrying on their
mischievous work while under arrest. J * yir
I have preserved the good name of a soldier and whatever I have done it has been under
orders and the orders themselves were unimpeachable.
Never in the history of Persia was there such a just Government as during my incumbency
I never spent anything from Government funds while I was Govenor-General, save only a
smaH amount on the indigent. It was during my Government that the military forces were
fully paid for the first time in their lives and their cadres have been expanded six fold during
my administration. 6
I have checked and reorganized the finances of every department, and have overcome distur
bances on the frontier. I arrested and punished renewed malefactors like Khudo Verdi and his
brother, Mursal Sadiqov, Din Muhammad, and Hazrat Quit It was at my suggestion that
committees were appointed to go into the affairs of the Shrine, but on the fall of the late Cabinet
only a few papers remain with me as a token of remembrance !
I have received a telegram from the Shah to which I submit but I
that my affairs may be investigated before I am accounted guilty.

In conclusion I express my gratitude to all my friends, military and non-military, for their
support and I rise from my table with tears flowing from my eyes like a flood.
I am a Persian and I am not only a lover and a well wisher of my country but I worship
her. If 1 am assassinated each drop of my blood will call to Persia ; if I am burnt my ashes
will help from the soil of Persia and will glorify her name.

The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
