that all matters relative to the frontier must be referred to him. The Naib Salar
was very angry and left the place without the usual salutations. The Naib-ul-
Hukumeh has ordered his secretary to draw up a report on the matter and to
forward it to the Amir, having marked the cover for the Amir’s personal
perusal.
(v) The Naib Salar has cancelled his order transferring Colonel Muhammad
Shueb Khan.
(m) Some sarwans petitioned the Naib Salar to redress their grievances
against the Governor of Kohsan who had forbidden them to graze their camels
on the hills in his district. The Nabi Salar called for an explanation from the
Governor who sent the letter to the Naib-ul-Hukumeh. The latter was greatly
irritated at the Naib Salar’s interference in his province and detailed Civil
Brigadier Abdul Habs-ib Khan to investigate the circumstances on the spot.
The latter returned to Herat after completing his inquiry and brought 5 Lowari
camelmen with him. The Naib-ul-Hukumeh fined each of them Rs. 2,000 but
eventually remitted the fines and ordered the men to keep their camels within a
certain area.
(vii) The Naib Salar has ordered plans to be prepared for the erection of a
magazine on the parade ground. The plans are to be forwarded to Kabul for
approval.
(viii) The authorities at Kabul have asked the Naib-ul-Hukumeh to examine
all pensioners and to report on those that are fit for national and public work so
that their services may be again utilized.
(ix) The NaiKul-Hukumeh has sent a circular order to all the governors of the
Herat Province to repair all robats (travellers’ residences) within their govern
ments.
(x) The Naib-ul-Hukumeh has said that the Colonel bringing a cavalry com
mand from Kabul has grossly misbehaved on the way and has oppressed people
with whom he has come in contact for which he will be called to account.
(xi) Two messengers from the Afghan Ambassador at Moscow arrived in
Herat on the 17th with official despatches for Kabul. One of the^e is an Indian
^Hed Haii Mansur who is in the Afghan Ambassador’s service. This man states
that the Indian" mechanic who recently passed through Herat en route to Kabu
from Russia i^highly qualified and wi/be of great use to Kabul. Arrangements
were made to ensure the above despatches reaching Kabul in ten days.^
(xii) The Naib-ul-Hukumeh has ordered his store keeper to prepare 50 sets of
saddlery for State guests expected from Russia.
(xiii) On the 20 th a Colonel, adjutant, 4 nssaldars, 5 jemadars, and 200
cavalrv arrived from Kabul via Hazarajat. They had the Afghan flag with
them and received a salute of five guns. They have been accommodated in the

The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
