Episodic provocation and the violation of
The English Treaty.
Moscow. The English military authorities have arrested in Constantinople the members
of the Russian Commercial Mission. The quarters of the Mission were rifled and the keys of
the safe confiscated. No charge has been preferred against tlje Mission. The English Com
missar has made no answer to the protest lodged with him.
The Polish Red Press.
Moscow.—In Bielostok the compositors of a Polish paper refused to set up an article directed
against Communism. The Glovemment is alarmed.
A Note to the Roumanian Government.
A Note of protest has been sent to the Roumanian Government by the National Komissar
for Foreign Affairs, Comrade Chicherin. The occason was a new attack by Roumanian troops
near Bender. They fired for two hours on Soviet troops and stopped their fire only after four
or five gun shots from our side. The Government of Soviet Russia demands that decisive mea
sures be taken to prevent similar attacks by Roumanian troops occurring in the future.
To the Fight with Famine.
Askhabad.—B read depots are being formed for fighting the famine in the Tejen, Askhabad,
Krasnovodsk, and Kizil Arvat areas. 30,000 poods of wheat have been got ready in the
Sarakhs area’for transport to Tejen from where it will be distributed throughout the bread
depots.
Cholera Patients.
Askhabad. 3rd July .—Passengers arriving from Krasnovodsk and Baku relate that
cholera patients with clearly evidenced symptoms are rare. Acute stomachic cases are caused
by eating unsuitable foods and drinking water unprepared for consumption.
Tashkent.— On the 8th July there were 11 fresh cases in the urban hospitals. Four
recovered, 6 have died, and 49 remain under treatment.
Vitebsk — Samarkand.
As everyone knows, the agricultural products of Turkestan are in excess of those of any
other area in Russia and for the same reason they are comparatively cheaper. Thus the Obl-
soyuz (District Association ?) has already begun to receive telegrams from places far distant
from us with offers of exchange of goods. The telegrams embody inquiries as to the amount
and nature of the products which can be despatched from here in return for articles of town
manufacture. The first of such telegraphic inquiries was received by the Oblsoyuz from Vitebsk.,
On receipt of the above telegram, information was demanded as to what goods could be sent
here (Samarkand) for exchange.
The real meaning of the above paragraph is that the famine stricken Vitebsk has sent as
far as Samarkand in the hope of getting corn to relieve the pangs of hunger. How many of the
Bolshevik reading public are duped by such announcements and by the interpretation of events
by the controlled press ? A Russian has said “ The Russian nation is prone to suffer and to
endure. Else Bolshevism could not have ruled them so long.”

In the Far East.
According to information received from Tokio, Japanese troops have occupied Nikolaevsk
and other points in East Siberia.
German papers publish the news that the Far East Whiteguards, Merkulov and Semenov,
have arrived at an understanding. Semenov acknowledges a higher government (Japan!
Trans.). The Vladivostok Government is subordinate to him.
From the Banks of the Amu Darya.
Work of a consolidating nature is in progress on the river bank of the Amu Darya in Central
Asia where the erosion by flood water is being revetted. The Samarkand Labour Battalion is
carrying out the operations.
The work is not easy. Stones weighing a pood have to be carried, also heavy bundles of
fascines. Our feet are in the water and get wounded by sharp stone while the cruel Asian
sun burns our heads. Our clothes and footgear are insufficient; there is no technical equip
ment, leaving us to cope with Nature with bare hands.

The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
