181. Afghanistan.
Herat. July 8th to 14th. — (i) Vide previous Herat Report, section 176, v, the
correspondent now refers to the nephew, not the brother, of Saiad Ahmad Beg
Jamshedi. It has now transpired that he has severed connection with his uncle
and wishes to bring about one hundred families with him to Afghanistan. He
received a Khillat and the necessary permission and it is be believed the families
will be emigrated to Kandahar.
(ii) On the 9th four Russian soldiers and a Persian of Kain were brought in
from Chahildukhteran and put into Chaharbagh under arrest. They had six
rifles, ammunition, three horses and two donkeys with them. Subsequently the
arms were confiscated, but their animals returned and orders given that they should
be expelled to Persia via Dahan-i-Zulfikar.
(Hi) Two Russians, escorted by two Afghan sowars, have arrived via Hazarajat
from Kabul. They are believed to be special messengers. They were said to have
come by forced marches, resulting in the death of one of their transport animals.
(iv) The Indian mechanic mentioned in last report as wishing to convey some
machine or engine to Kabul left Herat for that city on the 10th. His name is Hafiz-
ulah and he had been in Germany some time where he approached General Muham
mad Wall Kha , the Envoy Extraordinary, when the latter was in Berlin. He
received an introductory letter from the latter and wishes to lay some project before
the Amir.
(v) Rissaldar Khuda Bakhsh informed the Naib-ul-Hukumeh that the Russian
Consul at Herat intended to go to Khushk in a few days’ time. He would learn
there if he is to be replaced or would return to Herat. The Naib-ul-Hukumeh
observed “ May Almighty God grant he does not return for he is a scoundrel and
haramtadeh of the first description.”
(vi) Colonel Abdul Rahim Khan informed the Naib-ul-Hukumeh that 51
refugee families from Russia had entered Afghanistan. The Governor of Qala
Nao Mirza Ghulam Haidar Khan, was sent for and ordered to arrange some place
for the accommodation of these people which should not be too close to the frontier.
He was to assure himself that no propagandum leaflets, or other literature, were
concealed among their effects.
(vii) Some years ago sons of the late Yalantush Khan, son of Khan Aq
Jamshedi, fled from Kabul with Saiad Ahmad Beg Jamshedi and took refuge in
Russia. The voungest son has arrived m Herat from Persia and has received a
Khillat from the Naib-ul-Hukumeh who has intructed him to write to his tribesmen
in R uss ia to invite them to return to Afghanistan where every consideration would
be shown them.
(viii\ A few days ago the Naib-i-Salar discharged hashtnafari men who have
completed three years’ service. On the 12th they
measure is attributed to some order received from Jamal Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. . It
that the latter will shortly make a tour of the Afghan frontier .
(ix) During artillery practice at the practice camp, a gun burst without how-
ever injuring anybody.
