I'he needs op the water transport.
Tashkent, 18th .—In view of the serious state of disrepair of the water
transport of Turkestan, and particularly of that of the Aral Sea and the Amu
Darya, where the inefficiency of the fleet has reached a limit, it is proposed
to call a meeting of the inland water personnel of Turkestan at which will he
ventilated the questions of the repair of craft and of ship construction which
are the most vital problems of the moment.

The Red Army and the people of the back areas* x
Our glorious Republican Communist Red Army which defends the great
conquests of the proletariat on the battle fronts of the Soviet Republic, holds
in the one hand its battle weapon while it never ceases in the struggle on
the labour front for which it takes up the hammer or the reeping hook and
offers the most strenuous help to the people in its rear. The Red Army builds
bridges and roads, clears irrigation canals, repairs agricultural implements
and tools. Not long ago men of the Red Army, taken from the small garrison
of Kushk Fortress and flung to the furthest limits of Trans-Caspia, successfully
occupied their spare time by helping the agricultural community. A com
mittee was organized for the monthly programme. Among the number of
representatives were members of (here follow neologisms whose meaning is
obscure) and of the artillery workshops. In Kushk, repair work was done
in the ^arrison workshops. Repair shops were organized in the villages of
Alekseev and Poltavsk. Groups of smiths were formed who travelled about
among the village population. Regardless of all obstacles, of the absence
of materials, and of the unwillingness of the Council of the organization to go
to the help of the garrison, the Red Army men have dared to fulfil their task
of assisting the local population in the repair of their property.
Here follows a list of the work done.
The task was accomplished with honour. The local population will not
forget the great service shown it by the Red Army, and the latter, having won
the sympathy of the people, will not have to consider an enemy in its rear.
They know that the grateful people will afford them help and co-operation in
the possible new fight with the enemies of the proletariat and tne Socialist
Revolution.

Substitution op railway sleepers.
A proper substitution of sleepers has not been carried out for six years.
It has now been decided to re-lay 450,000 new sleepers on the Central Asian
and 550,000 on the Tashkent Railways.
It has been decided also to carry out a constant substitution of rails on-
both these railways and according to the resources made available by th*
authorities at the Capital.
