The Special Department consists of 10 men, 3 Persians, one Yurk
and the rest Russians, Armenians and Jews* The names of the first

called Haim*
v CHARJOI * The flotilla on the iimu Darya has been considerably increased
lately. At the beginning of the year there were 5 steamers on
the river. Two months aga eight more were brought in sections by rail
from Samara, fitted up, and launched in the second week of April. Oa

the 15th April thirty more arrived by rail and were played in by bands*
I They had come from Samara and the Aral Sea and were of two types carry
ing 100 and 150 passengers respectively*
During the second week in April 1,500 sailors arrived in a suc
cession of trains. They have taken over all departments in Charjui.
As the relations between them and the troops are not of the best the
latter were reduced by drafts to Kerki, Khiva, and towards iermez, or
a total of some 1 , 100 .
About the 5th April there was an attempt on the magazine by a
party of some 20 masked men. fhe attempt was detected by a sentry who
gave an alarm hut was shot. The guard turned out into the night and
12 of them are reported to hare been shot down, .he raiders got away
but failed in their object.
Considerable tension is reported between the sailor and soldier
1 elements of the garrison and trouble is expected. The sailers are
all Hussians and well clothed in the traditional itety kit. The soldier
i on the other hand, are of mixed nationalities aid in need of all the
