The Court of Justice is reported to have commenced hearing

It is satisfactory to know that the Imperial Bank of Persia
contemplates resuming business at an early date, their local
rersian representative having received an intimation to that
etfect. Business operations should have the result of reliev
ing tie present financial stringency* Several bankruptcies
are reported. On the other hand prices of commodities are
declining.
Notices have been published threatening penalties for those
offering and receiving bribes, especially in connection
with political matters, the release of political internees and
detents etc..
Certain prominent members of the Shrine fraternity have been
released from arrest. It is satisfactory to note that no
attempt to rouse reactionary religious elements into opposi
tion to administrative changes and reforms has been brought
to notice. This is perhaps due in some degree to the
geographical position of Keshed, and its gradual absorption
of western liberalism through that close contact with Russia
which has been possible ever since the opening of the Central
Asian Railway. Indeed, some discussion between the religious
sections of the ^uchan and keshed communities appears to
have occurred. The Mujtahids of Meshed are reported to
have declared their aloofness from and neutrality to recent
measures subversive of the ancien regime - that what has
been resorted to is for the good of the country and the
maintenance of religious law - that it behoves religious
leaders to support the present government, both provincial

The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
