Tht Military (roTemor General is reported to be contemplating
r revision of the Shrine administration in order that its
income may be devoted wholly to the purposes intended and not to
individual privilege*
numeration and registration of dwellings by the Revenue Depart
ment is in progress. Economies in the administration of the
Department itself by a reduction of its personnel have been
ordered from the Capital.
Medical practice is prohibited except by those possessing a
recognised diploma.
MILrfAK3L It is reported that in consequence of the resignation
of Salar Nusr&t {1*3. 16, para 108) Captain Ismael Khan has been
appointed to command both the gendarmes and the military units.
The infantry has been reorganised into regiments, or battalions
of 5 companies of 100 men. Sultan Ahmad Khan has been appointed
to the command of the Infantry whose dress will be made uniform
with that of the gendarmerie. This is in pursuance of instruc
tions (previously noted) received from Teheran, directing all
military organisations be merged into the gendarme c dre.
Several military commissions appear to be in session in Meshed
whose functions are various - the revision of army accounts -
the dispensation of justice in cases cognisable by martial law
the checking of arms and ordnance stores including those purchased
from the British etc. Comment has been made relative to
the difficulties in this connection facing the new administration
owing to the utter lack of experience evinced by the officer
members of these commissions.

Search for arms end ammunition is being persisted in - nd dis
coveries -re of frequent occurrence though it is understood
that in consequence of these siezures arms have been conveyed
secretly from the city and concealed in more remote localities.

The reports cover the period of the week ending 1 January 1921 to the period ending 1 January 1923. They are initially issued by the British Military Mission, Meshed [Mashhad, also known as Mashad or Meshad], and later by the Military Attaché, Meshed. The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
