them in exchange for their products, manufacturing goods. The
trade ajfreement with England, America and other countries
afford that guarantee. In all conditions impost in kind
affords the best resultant of various economic measures.
The Mensheviks are in a great passion, having discovered
a change in the course of provisionary policy. They have made
a great noise over the question of a tribute in kind. For
them are already fading into tl*e distance those happy days
when the profiteer, without lot or hinderance, could pursue
his scurrilous business by robbing the poor. They have been
put to flight so that from the introduction of the tribute in
kind the benificient M sectional capital " will have to find
aii honourable pi ce in Society and will smve the Working
classes from the ioke of the Peasants f & Workuen f s Government!
Tho Socialist Profiteers forget one thing, that the work
ing classea are keeping firmly in their own hands the sties
which at a favourable moment is ready to flay the speculating
Menshevik back. The Socialist Mensheviks do not want to under
stand one thing, that such forces no longer remain in the
world which could elevate the Sunday Basar higher than the
Soviet Government. Their hopes in that direction are com
pletely in vain.

The reports cover the period of the week ending 1 January 1921 to the period ending 1 January 1923. They are initially issued by the British Military Mission, Meshed [Mashhad, also known as Mashad or Meshad], and later by the Military Attaché, Meshed. The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
