A story went the rounds of the city that a man who had gone
•out at night to procure help for bis wife who was in labour was
apprehended by the police under the curfew order. He was detained
for the night despite his protests and the urgency of his mission
*fJjfSSfet morning when he was released and returned to his home
he found both mother and child dead. The story aroused popular
feeling against the present regime and its measures which were
responsible for this unfortunaid^occufr^dbe*? 1 At a gathering
where the affair was discussed a speaker ascribed the changed
conditions prevailing in Persia to the instigation of the British
He was reproved by Abdulla Waiz the Teheran preacher who said
his views were a manifestation of Bolshevism which is the eneny
alike of the Human race and of Islam and that it was unjust and
improper on the part of Persians to accuse the British of being
the authors of their misfortunes.
Outlying portions of the Province must feel the influence
of the change at Meshed to a degree varying with their distance
therefrom. There is a very patent evidence of this in the state
of affairs obtaining in Darragaz, of which more hereafter. A
traveller from Turbat-i-liaideri states that the Karai tribe is
restive under the Gendarme regime they are now subject to and
he predicts trouble in the future. Rumour credits the Governor
of Kain with the adoption of an independent attitude while the
Sardar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. of Bujnurd continues to be the object of many stories
detrimental to himself. It may be that continued immunity from
the repressive measures that have attended all the other sub
provincial Governors has awakened in the minds of those mentioned
above an idea that the central authority at Meshed is too weak
to interfere with them in their fastnesses.
It is pleasing to be able to record that a party consisting
of thirty Herati pilgrims who are returning to their homes via
Meshed, after a visit to the Shia shrine at Karbala, are speaking

The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
