^UCMN. Becruiting far the gendarmes is being carried on, one
source being given as the unemployed of the town. Fhe
local khawanin are expected to provide their contributions of
men. It would be interesting to know how many men of the late
Kurd Mounted Levies have become gendarmes. Except that neces
sity induced them to offer themselves for this service it would
be a matter for surprise to find them in the ranks of a dis
mounted formation as, being horsemen by tradition and by prac
tice, they are extremely averse to walking.
DilriRAGAL An unsettled condition of affairs still prevails,the
rule of Labardast Khan and Mur sal 'Jadiqov remaining
supreme. It is very evident on the other hand that though a
partnership in crime may keep them from seceding one from the
other for the present, each is attempting to make the future
safe for himself. Each is addressing letters to officials in
Meshed, to the Consuls^ and to this office in the case of
Mur sal. The Military -Governor is reported to have given per
mission to the latter to come to Meshed with an escort of three
sowars. In the meantime they are variously reported to be in
treaty with the Bolsheviks as mentioned above, to be making
cash requisitions from villagers, to be levying toll from
travellers, to be maintaining a military post at Darband which
commands the debouche of the Allah ho Akbar lass, and in the
case of Mursal, to have paid a visit to the Bolshevik Special ,
Department officer at Artik. Zabardast Khan is reported to be
selling wheat to the Bolsheviks which he passes across the
frontier at a place called Shilingan vdiere there is no Persian
Customs to supervise such operations.
On the 28th April a foice of BOO infantry under Captain^
Ahmad Khan with one gun left Meshed for ^uchan with orders, it
is believed, to arrest Labardast Khan and Mursal Sadiqov. iio

The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
