other products of agriculture while the peasant wants the
products of the town — cloth, footwear, nf tches, srlt,
and many other things. 'To fulfil these demands is to save

Workmen? How are ill feelings among workers to be assuaged?
In order to get wheat and forage from the countryside
the Soviet G-overnmeat has instituted the acquisition of
everything from the peasantry leaving only tte t which is
normally necessary. The peasantry has hidden its wheat and
desisted from further saving.
0an the proletariat stand such s state of affair^? Gan
it endure such when the end of their journey is insight?
h 0 t only can it not do so but it will not. At the last
session of the Communist party it was decided to change
the system of requisitions in favour of one of taxation,
everything rena ining over to be considered the peasant’s
own property. Hor developing the growth of the exchange of
products and to bring up people to the idea of cooperation
this system offers the best advantages*
bhafc is the difference between requisition ' nd a
tribute or tax in kind?
The difference is this that inasmuch as the requisition
seized everything from the peasant the tax will take only
a portion and, further than that, the least possible
portion’.
The ctenge from requisition to tax will be a more
effective weapon in the fight with hunger and a better
quarantee of harmony between peasant and workman.
About this item
- Content
The item consists of Part 1 of the subject file 1341/1921: 'Meshed Consular & Intelligence Diaries (1921-1922)'.
It contains numbered periodical (mainly weekly) reports relating to Persia [Iran], initially each called an 'Intelligence Summary' and later called a 'Meshed Intelligence Diary'. The reports cover the period of the week ending 1 January 1921 to the period ending 1 January 1923. They are initially issued by the British Military Mission, Meshed [Mashhad, also known as Mashad or Meshad], and later by the Military Attaché, Meshed. The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
