Extreme governmental disorder reigns in Persia : to some degree worse
than in Germany of the feudal period. The Government is dominated by the
richest landlords, khans, and princes. The poor enjoy no rights, and are some
times driven from the towns by the caprice of this or that ruler. At the beck
and call of their oppressors they litter and make squalid the towns they occupy

The President of the Polish Peace Delegation has notified that the peace
discussions at Riga are proceeding and that a speedy conclusion is hoped for.
Difficulties evoked by the question of the guarantee of a rendition of Polish
property seized by Russia at the time of the imperialistic war, are being over
come. Dombski suggests the pourparlers will conclude by the middle of Feb

Our brother labourers are well aware that in the great war against Imperial
ism millions of labourers lost their lives while those who survived were beset by
a thousand and one hardships. Out of these evils we have succeeded in obtain
ing our lofty and blessed object. I or ages the labouring and toiling classes have
been trodden under heel by the Capitalists. It is now 3 years since labour bv
unparalleled sacrifices, effected a Revolution and succeeded in its object of estab
lishing its own government in Russia. During these three years the labouring
classes have waged unceasing war with their enemies the* Capitalists. Thev
have passed through this critical period successfully and the world wide union
oi peasants and workers will never fail.
It is certain that the benefits of this great struggle will be extended to the
whole wnrld of peasants and workers, no matter what their religion be. The
blessed nag of the Russian revolution sends a message to the world’s people,
regardless of caste or creed, inviting all workers to rally round it. Three years
ago was that flag raised and in those three years have we gathered strength

The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
