Intelligence Summary No. 14 for the week ending 2nd
April 1921.
99. Local .—The Bolshevik trade representatives arrived in Meshed on the
28th March. The principal member of the party seems to be one Fuchs,
formerly of the Political Department, Moscow, also Tashkent. He is a Hebrew
afrd was deported from Meshed in 1918 as his presence was undesirable. The
names of the others were given as Vladimirov, Marashnikov, Yakub, and AH
Aqa Hashamzaia who acts as interpreter to the party. They have paid a visit
on the Governor-General and have taken a drive round the former British
hutted encampments where the Persian artillery is now installed.
400 Turshezi troops are expected of which 100 have already arrived.
Salar Mumtaz, Rais-i-Paldiya, is reported to have said to his confreres of
the Democrat Party that the English detachment had retreated in such disorder
that they had abandoned their ammunition and other material.
The transfer to the Persian Government of over a thousand boxes S. A. A.
and 1,100 rifles is the basis on which this story has been founded, supposing
the report to be true.
(Jis-Feontier.
100. JBandargaz —A report from Bandargaz states that the Teheran
authorities were sending 120 ct Cossacks ” to Gunbad-i-Qabus in connection with
the operations against hostile Turkomans in that area. Tiiey left Damghan on
llth March. The correspondent writes that the export of Persian rice to
Russia has been stopped but hints that these restrictions may be evaded in the
usual way.
Information derived from arrivals from western Caspian ports is to the
effect that Mirza Kuchik Khan has appeared again and is causing the Bol
sheviks trouble in Lankoran.
The news from Mazenderan is described as unsatisfactory as the Khawanin
are restive. On the other hand, one of their number, Qasim Khan, Hazbar-
ul-Daulah, who at one time wished to go over to the Bolsheviks at Hussein
Quli, has decided to detach himself from political sympathy with the Khawanin
and to support the Teheran Government.
Bajnurd .—There is nothing to report from this region.
Jiristan .—It is reported from this frontier post that the Komissar, Ivanov
stayed at the village of Sarani with a Persian military officer. He addressed
the people of the village announcing to them the re-cession of territory formerly
within Persian frontiers. He exhorted them to bring their children to school
(Russian ?) and assured his hearers of the brotherhood existing between Bol
sheviks and Persians.
This correspondent reports the visit of two Bolshevik officials, Finansov
and Atabaiev, to Bajgiran. This is not confirmed from that centre.
News of the propagation of Communist ideas in the Russian frontier
villages is confirmed by this observer. These tenets forbid a master punishing
his servant ; parents must approve the man selected in marriage by a daughter ;
a bride’s father to be under penalty for accepting money in return for a
daughter given in marriage, etc., etc. A meeting of Kurds took place in
Jiristan where these innovations were discussed. It was decided that their
adoption was disgraceful and subversive of filial duty.
Bajgiran .—A considerable volume of export trade in raisins—said to be
16,000 poods*—is reported from Persian BajgiraiSjyjQ. ^ jjypy
