APPENDIX 1.
Extract from the “ Ittifaq-i-Islam, ” Herat, dated 4th March 1921.
1. A list of all orders and decorations of the independent Afghan Kingdom
with description, condition of award, etc. Most of the orders carry large
pecuniary subsidies for the recipients.
2. Stoppages from the pay of soldiers for hospital subscriptions, etc., are
to be discontinued.
3. Address of the Nazir of Adliya to His Majesty Amir Amanullah.
4. Foreign intelligence.

Extract from the “ Prolitarii,” Samarkand, dated 4th March 1921.
At the Afghan Consulate.
Tashkent, 1st February. —There was a ceremonious banquet at the Afghan
Consulate to celebrate the second anniversary of the deliverance of Afghanistan
from British dominion. There were present at the banquet representatives of
the Turkistan Republic and of the Bokharan and Khivan National Republics,
of civil and military departments and of the press.
The Consul-General in his inaugural speech laid emphasis on the deep
foundations of Russo-Afghan friendship and on the vista opening out before
the eyes of Rie Fast. In the many speeches made in reply the representatives
of the Russian, Turkistan and Khivan revolutionary governments dwelt on the
permanence and solidity of the Russo-Afghan alliance which, strengthened by
the help of the whole Musulman world, will assist in freeing the peoples of the
East from the yoke of Imperialism and from their basic enemy—England.
The banquet lasted to the small hours.
In Revolutionary Turkey.
A national university is being founded in Angora. Measures are being
adopted for an amelioration in the methods of administration of the provinces.
Steps are being taken to expand the army. New army corps are being formed

Turkey and the Allies.
The well-known Turkish agent, Ahmad Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. , has. stated that France
wishes to occupy Constantinople because of the danger of a future alliance
between Turkey and the Bolsheviks. Turkey has notified that she demands the
recognition of her right to rule over provinces inhabited by Turkish populations,
in return for which she is prepared to renounce her rights in Arabia and Armenia
and to grant wide concessions to foreign capitalists.
Announcement by Lenin in the Moscow Senate.
Moscow, 1st March. —Comrade Lenin has made an announcement re
garding the international and internal state of Russia. He indicated the present
session in Moscow of the delegation from Turkey which constitutes a most
important point in our international position. Only now have the workmen and
peasants of Soviet Russia received the power of uninterrupted intercourse with
the workmen and peasants of Turkey. The conference shows that the rapproche
ment between the Russian peasants and workmen and other oppressed and
struggling peoples, also the influence of Soviet Russia in these countries, con-
jlinues to improve.
Touching on the question of negotiations with Poland, Comrade Lenin
showed that the bourgeoisie are adopting every means of frustrating the signing
af the peace treaty with Poland. Although these negotiations were protracted,
nevertheless they are now affording hope of a speedy and favourable decision
