Khorasan and North-East Persia.
86. Frontiers .—Some of the band of Bolshevik adventurers sent to the
assistance of the rebellious Turkman in the Gunbadh-Qabus region have
returned to Kizil Arvat. It is stated that the Persian force had taught the
Turkman a lesson, and the Bolsheviks say that in view of the signature of the
agreement with Persia they will have no part in inciting disorder against the
Persian Government, and have recommended the Turkman to make their
peace. Whether this is true time will show.
Pour Bolshevik delegates have reached Bajgiran en route for Meshed.
Two at least of them are objectionable communists—one being Fuchs whose
entry into Persia last summer we were successful in preventing. The Governor*-
General protested to Tehran against their coming on the present occasion, but
received the reply that no grounds existed to stop them.
87. iocah—There is little change in the local situation. The arrears of
pay of the troops are said to exceed 20,000 tomans 10,000 Persian dinars, or a gold coin of that value. and there seems to be little
prospect of raising the money proximately.
Since the 14th instant most severe weather has set in. All telegraph
lines from Meshed except that to Quchan are interrupted and several feet of
snow are reported on the passes.
Interest has been aroused by the news that 400 Persian Cossacks had set
out for Meshed from Tehran.
Herat and Afghanistan.
88. Current events .—According to news despatched from Herat on the
10th instant Yulusovts successor, a Jew named Safonov (-), had arrived. He
lost no time in ingratiating himself with the poorest classes, and also approached
the editor of the Ittifaq-i-Islam for permission to publish his effusions in that
paper’s columns. His desire was to enlighten the people of Afghanistan as to
their rights. The editor reported the matter to the Naib-ul-Hukumah and
was told to get hold of the proposed article for the Naib’s inspection.
The Naib-ul-Hukumah was annoyed at hearing that one of the cadets
under wireless instruction at Tashkent had resigned the Afghan service and
turned Bolshevik.
There is little other news of interest at Herat itself, but Turkman from
Takhta Bazar report several Afghan raids—apparently as reprisals for
former Jamshadi action—on Turkman flocks in. that region. Both sheep
and some men were carried away, and on one occasion in an encounter witn
Bolshevik troops several horses and a Bolshevik soldier were wounded.
89. Military* —Three companies have returned to Herat on relief from
frontier duty.
100 artillery horses have been brought in from the Government stable at
Ghurian and those at 2 other stables have been sent for with the object of
beginning the usual spring training.
Bussian Turkistan.
90. Current events—The news of the Petrograd disturbances has spread
throughout Turkistan and Transcaspia, and both there and at Samara and
Orenburg the news of the movement against the communist rfgime has been
received with joy, and with the hope that the days of the communists are

The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
