63, Bolshevik garrisons. Andijan. —26th January. BjOOO troops mostly
Bussians and Tatars including 800 cavalry. 2 heavy, 12 to 15 field guns, 3
armoured cars, 2 airplanes.
The Bolshevik hold on Andijan is now described as secure in view of the
paucity of artillery with the Sarts. Some sniping occurs in the vicinity of
the town, and, generally speaking, the Bolsheviks hold the large towns while
outlying districts are in the hands of the rebels. Informal peace negotiations
were in progress on the basis of autonomy under Soviet suzerainty, but it is
thought that even if successful any breach of faith by the Bolsheviks would
at once lead to further war as the population are by now fanatically embittered
against Bolshevik tenets or administration.
Posters on above date proclaimed forthcoming demobilisation of men
over 30.
Samarkand. —5th Pebruary. 2,500 troops mostly Eussians. 8 field
guns, 2 armoured cars, 1 airplane.
On February 2nd 1,500 troops of the original garrison and 1 airplane were
sent towards Askhabad.
On Pebruary 1st disturbances due to dissentions between Communists and
other sections occurred but were suppressed without much difficulty. Local
anxiety still, however, obtained and was not lessened by the fact that from the
2nd to 5th February (when informant left) no trains had arrived from Tash
kent. In the absence of any .definite information the reasons were variously
surmised to be severe weather conditions, strike of railway workers, and risings
in or round Tashkent. A general exodus of Afghan merchants to Afghanistan
had begun.
Posters announced the temporary suspension of the proclamation relating
to the demobilisation of men over 30, and speakers deplored the occurrence
of occasional outbreaks against law and order in various parts of Soviet Eussia.

Kagan.' —1st Pebruary. 3,000 troops, Eussians in majority. 300 cavalry

Trenches have been dug along the railway and wired to Kizil Tapa and

No tiohtin? in the Karshi area reported for the moment and much railway
material was being transferred thither but constant damage by hostile Bokharans

A munition factory An East India Company trading post. has been recently installed at Kagan and is busy.

cavalry Tashkent, Kazan Turkistan, and a detachment of Popov s cavalry
