Extract from the “ Nabat,*’ Askhabad, dated 4th February-
1921.
This impression devotes some space to Armenian affairs and quotes an
offer from M. Take Jonesmie to the Council of tho League of Nations. He pro
poses according to the paper to help Armenia which is one the point of death
by despatching an International Military Expedition whose object will bo to
re-establish order and tranquality, and the command of w r hich will be by an,
Allied General Staff. Roumania is ready to interpose with her own arms and
financial resources. The council referred feelingly to the proposition and for-;
warded it to the President of the Special Commission on Armenian affairs.
The proposal made by M. Viviani that the league should continue to exer?
oise its surveillance, despite the change of Government of Armenian affairs was
adopted.
The head of the Armenian delegation in Paris is Agoroyant# who is en- { .
dea von ring to form an Armenian Government independent of the Erivan Soviet
Government.
The paper quotes a statement said to have been made in the House of
Commons that the British strength in North and West Persia is 88,000 Indians
and 1,600 British.
The French press is also quoted on the subject of the admission of Georgia
into the League of Nations. Leon Bourgeois is stated Ao have said that tae
question would be gone into in the near future and that he gave his personal
support to the inclusion of Georgia in the League.
Under the heading “ The Near East ” the paper reports that a Caucasian
Committee is being organised in Constantinople, among the members of which
are delegates from Karbarda, Otsetia, Ingesheti, and the peoples of the Cauca
sus. The work of the committee is to raise an army from among the Cherkisa
immigrees in Turkey wherewith to initiate a new anti-Bolshevik struggle in
the Caucasus, the committee has announced its complete neutrality as re
gards relations with the Entente and the Kemalists.
Manshur-ul-Mulk, the Persian representative in Azerbaijan has left Baku
on a special steamer for Astara whence he has been communicating with
Tehran by wire. The question has been the irruptions by Shahsawanis on to
tie fiontier of Azerbiijan and of the adoption of responsible measures
against them. The matter of those Persians wishing to leave Baku for Persia
was also advanced.

According to news from Dublin English policy has proved its. incapacity
to deal with the turmoil and passion ite ill-will of the Irish which have found
