Extract from “ Izvestia” Tashkent) dated the 21st January 1921.
The “ victorious ” Entente demands contributions from ruined Germany.
Naturally Germany cannot fulfil these demands. So as to free themselves
from these contributions, the German generals have worked out a cunning
plan. They will organise a campaign against Soviet Eussia, will overthrow
the Soviet Government and grant the “ Allies ” concessions in Eussia.
In the struggle with the Bolsheviks, the Entente is prepared to ally herself
with the devil himself.
The capitalist newspaper “ Times,” demands the immediate withdrawal of
British troops from Mesopotamia and Persia. In reply, the Anglo-Indian
newspaper “ Englishman,” states that withdrawal of British troops will cause
new disturbances, which will be made use of by Turkish nationalists and with
drawal from Persia will be followed by immediate advance of Bolsheviks,
who will drive the Legation and Shah from Persia.
The Indian masses are also not very “ friendly,” and all plans of advance
on Merv, Bokhara and Samarkand, cause the revolutionary movement to spread.
The Indian people have ceased to be obedient to the London Government.
The Entente is lame on both legs—the West and the East. The coming
revolution is already paralysing all the energy of the Versailles “ victors.”
When the revolution comes, it will throw “ Entente, the cripple ”
overboard.

The reports cover the period of the week ending 1 January 1921 to the period ending 1 January 1923. They are initially issued by the British Military Mission, Meshed [Mashhad, also known as Mashad or Meshad], and later by the Military Attaché, Meshed. The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
