Extract from “ Bednota” t Moscow, dated 9th December 1920.
At a conference Trotski stated :
We have now destroyed our last enemy—Wrangel. If one were to say
that we will not he at war in the next few months, personally I could not
guarantee this, as the question of war and peace does not only depend on us.
We have now given concessions, such as Kamchatka. It is of much more
advantage to us that the European and American capital should not attack
us with arms, but in the form of economic agreements. We, ourselves, cannot
make use of our natural riches everywhere and on a large scale, and, besides,
these concessions are one of the most important guarantees of our policy of
peace. The English Government, after much discussion, has handed us project
of peace treaty. Naturally possibility is not excluded, that this project is
only one of the frauds to deceive the English working masses. Therefore, we
cannot disband our army, but we will diminish it as much as possible, so as to
improve the conditions of our fighting men.

The working masses of Russia are preparing for the 8th Assembly of
Soviets. Delegates of the workmen and peasants will meet and discuss the
plans for economic erection. At the same time there is an assembly in Paris
consisting of Miliukov, Lvov, Prince Galitzin and Count Beigsen. They are
discussing how to raise new forces for campaign against Russia. They have
agreed that they must look for new forces amongst us. They want to stop
the peaceful work of Soviet power and sow discontent, and thus commence a
counter-revolution. The workman and peasant Russia thinks of peaceful
work; but the capitalists and estate owners hope to raise men from amongst
us who will fight and once again destroy towns and villages. And what is
all this for ?. So as the capitalists by our blood, will regain possession of their
fields, factories and palaces. The working masses of Russia will destroy this
last hope of the Whites. Hard work and sharp watchfulness is our best reply
to the conspiritors.

A French Minister lately stated :—We advise Polish Government to con-,
duct herself more quietly; a second war with Soviet Russia would mean the
complete defeat of Poland ”. A minister of the most selfish capitalists in
the world warns Poland to “ steal, but to be reasonable”.
Minister of the French bourgeoisie, who attempted to occupy South
Russia and assisted Poland to occupy South-Wbst Russia—this minister now
cries to the Poles “ be more careful—don’t break your neck ”. The Red Army
has repulsed all attacks of the French capitalists. Now the English capital,
after Wrangel s defeat, consider it better to exchange the bayonet for the
rouble and has granted permission to English trading steamers to enter Soviet
ports on the Black Sea. We must not forget that the Red Army gave us
ueace, therefore we must keep our army strong and mighty, so as to repulse
any new attacks of the foreign capital.

The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
