England has never been confronted by a peril so great as that before
which she now stands. ** -
Russia need not send a great army to India ; it is sufficient to help with
arms while the latter rises to drive the English from her soil.
Arabia has already commenced her revolt. We must help her to some
extent with money. She will know how to eject the English. Persia is also
beginning to stir.
If England does not make haste to come to an understanding with Russia
let her then know she will lose her dominion in Asia.
Up to the present Russia has made every manner of proposal to Europe.
Europe has doomed her impotent but eow she must act with ever increasing
strength and by so doing put the Allies to flight.

The Russian and Polish representatives are still conducting peace negoti
ations in Riga. The Polish Government has proposed (1) to appoint a time
limit, during which peace terms must be signed, ( 2 ) to commence discussing
question of military guarantees.
We cannot give any military guaiantees until we receive similar guaran
tees from hostile governments. In reality, to give military guarantees means
to considerably diminish, or even disband the whole Army. It must be
remembered that Poland did not fight us alone, but with Prance, England,
etc., to assist her. These Powers can any day support Poland, and with us
they will not only not sign peace, but are preparing new attacks. How can
we, under such conditions, disband our Red Aimy P The bed Army is
necessary to us to defend us from these robbers.
This is our best guarantee for peace.

Armenia has been proclaimed a Soviet Republic, England, Prance and
others, wanted to have Armenia in their power so as to bore an obstacle
between the Soviet and Turkish Republics.
Revolutionary Turkey wanted to occupy Armenia so as not to allow the
bourgeoisie to form an army there against Turkey.
The League of Nations (a robber union of bourgeoisie of all nations)
wanted to collect millions of money and to send a strong army to Armenia,
they were even ready to give concessions to Turkey, but the Armenian people
interfered and decided the question themselves.
The Turkish troops are in very friendly relations with the Armenian
people, who rose against the common enemy—the bourgeoisie.
The Armenian and Turkish people are looking up to their Ally, the
liberator of oppressed nations—the Soviet Republic.

The defeat of Wrangel has caused the Georgians to hesitate.
The formation of a Soviet Armenia and the immediate decision of all
frontier questions between Armenia and Azerbaijan has finally convinced
Georgia that further mutual work with England will give results similar to
Wrangel and Old Armenia. ,
Peeling this, the Georgian politicians have changed their course m the
direction of an agreement with Soviet Russia.

The reports cover the period of the week ending 1 January 1921 to the period ending 1 January 1923. They are initially issued by the British Military Mission, Meshed [Mashhad, also known as Mashad or Meshad], and later by the Military Attaché, Meshed. The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
