ending with my endorsement P7776
dated 5th December relative to the
murder of the late Mr.Bill and Capt.
Scott, I am directed by the Secretary
of State for India to transmit, for
the information of the Secretary of
State for Foreign Affairs / copy of the
marginally noted correspondence which
has been received from the Acting
Civil Commissioner in Baghdad in this
connection.
Mr.Montagu observes that the
negotiations which immediately
resulted in these murders were under
taken with a view to ensure the safety
of these areas through which the
Assyrian Christians must pass, if they
are to be repatriated from Mosul* j

This item relates to a violent incident during which two individuals, J H Bill, Indian Civil Service, Political Officer, Mosul, and Captain K R Scott, 31st Punjabis, Indian Army, Assistant Political Officer, Aqrah [also spelled Akra and Aqra in this item], were killed ‘near Birza Kapra in Zab Valley north east of Aqrah’ (f 135), allegedly by members of the Zibar [Zebari] tribe. The papers notably cover and include:
