With reference to your letter NB.83165/W/34 of 6 th June
on the subject of the revision of the Persian Customs Tariff,
1 am directed by the Board of Trade to state, for the informa-
tion of Earl Curzon of Kedleston, that they feel some hesita
tion in suggesting the names of experts who could serve in a
Committee for the purpose of revising the Tariff and could
subsequently remain in Persia as financial advisers to the
Persian Government, In view of the financial experience
required the suggestion of suitable names would appear to be a
matter falling within the competence of the Treasury rather
than of this Department. Having regard to the large interest
of India in Persian trade Lord Curzon will doubless also think
it well to consult the
India Office

on the matter.
It occurs to the Board however that Mr. H. Maclean, the
Commercial Attache at Teheran, who conducted an investigation
in Mesopotamia for this Department, might, in view of his
experience and local knowledge, be a suitable member of the
proposed joint Committee and they venture to suggest his name
for Lord Curzon*s consideration.
It is presumed that the procedure will be for the joint
Committee to conduct their investigations in Persia and to
formulate proposals for the revision of the Customs Tariff
after consultation with local traders. When the Committee^
proposals have taken shape the Board will be happy to obtain
the views of persons in this country specially interested in
Persian Trade and to examine the proposals in the light of the

- Candidates suggested by the Civil Commissioner Baghdad, including M M S Gubbay, Controller of Currency India, S S B Dantur, Collector of Customs (then on the Currency Commission in London), and Major Reader William Bullard, CIE, Levant A geographical area corresponding to the region around the eastern Mediterranean Sea. Consular Service (only Bullard was appointed)
- Discussion regarding the apportionment of the costs of the British delegation
- The salaries and allowances of Committee appointees Watkins, Bullard and McWatters.
