participation of Turks In Turkish Petroleum
Company raised complicated issue, it was merely
suggested that better arrangement, with more
or less the same financial result and less risk
for Turkey, might be made if Iraq Government
would allow some percentage of royalties
due to them fr on Company to be paid over by
Company to Turkish Government, but there was no
question of oilfields remaining in Turkish terri
tory. Turkey could not ask both for frontiers and
for participation in Oil. In return for difficult
arrangement to satisfy Turks over Oil, we should
expect frontier to be settled in our favour,
and this we believed Mukhtar to have confirmed in
his previous conversation. Company could not be
expected to give great advantages to Turkey if
in return sh'e did not receive security she
desired from remaining inside frontiers of British
mandated Stat e•
Mukhtar enquired why Company should not be
content as she was in 1914 to work oilfields inside
Turkey. It was pointed out that apart from other
considerations, Turkey today could not be expected
to offer foreign financiers either such security
or prospects of profitable investment, as the
Turkey of 1914, especially in this troubled corner
where Turkey would be ruling a non-Turkish population.
This seemed to impress Mukhtar, who undertook to explain
these points again to Ismet, although he displayed
pessimism as to Ismet yielding on question of
frontier.
