Note on Lord Curzon's telegram Mo.80 of the Rth December IQ??
The views^of the Department on the general question
of Mosul were/out in the memorandum for the Cabinet
(C.P.4303) of which a copy is annexed. The situation tnat
has always been apprehended has now actually arisen. The
Turks nave offered us a settlement on all other points
provided Mosul is ratored to them. It would be easier
to see our way if we could be sure how far this is a genuine
offer on the part of the Turks, or how far it has merely been
suggested to them by some unscrupulous adviser as a skilful
method of putting Great Britain in the wrong. There are many
people who would be interested in giving such advice with such
an object. It must be obvious to everyone that His Majesty's
Government cannot afford to let the Lausanne Conference break
down over Mosul alone*
The Department remains of opinion that the surrender of
the Mosul vilayet would mean the collapse of the whole structure
tnat we have set up in Iraq. The arguments in support of this
proposition are stated in the Cabinet paper and need not be
repeated here. The compromise suggested by Lord Curzon would
cut oif the Kurdish hill-country on the North and East of the
vilayet, but would leave to Baghdad the foothills containing
the Turkish speaking towns of Erbil, Kirkuk and Kifri. In
practice it would be impossible to maintain such an arrangement
for any length of time. A£H>er surrendering the Kurdish area
to which the Turks have no special ri^ts. we could not in
definitely resist their pretensions to the "Turkish" towns to
which their claim on ethnical grounds is very much stronger.
It is highly improbable in any case that the Tdrks would accept
• an arrangement giving them the Kurdish areas, which they do not
want, but denying them possession of Kirkuk, which has always
been
