Secretary of State for the Colonies.

In view of lUrkish attitude with regard to Mosul maintained at
the Lausanne Conference as reported in Leafield December 28th it
ap )ea. s necessary to give lively consideration to the programme
for defence of Iraq including active participation of Feisal’s
G-ov ernment.
Subject has been discussed privately between the King and Air
Officer Commanding and I may be asked at any moment to confirm
an ngements contemplated, meanwhile I should like to be assured
that in the event of a rupture with the Turks the "Forward policy*
advocated by the Air Officer Commanding with which as Your Grace
is aware I entirely agree has the approval of His Majesty’s
Government.
Proposals for Iraq’s participation comprise a force of 8000
to IQOOO mounted tribesmen for the protection of our left flank
i.e. right bank of the Tigris north of Mosul.

Apart from this we must be (in a position to) secure friendly
attitude on the part oi the tribes bordering on the Tigris River
and Euphrates railway line botn of which form our communication
with Basra for support of Faisal and cooperation or neutrality of
tribes in case of hostile action by Turkey the securing of which
neutrality is equally necessary whether forward policy is
adopted or not (and far more difficult if it is not) (?groups
omitted) that I should be at liberty to subsidise where and when I
consider necessary. I therefore request that the sum of £40000
be placed at my disposal for the purpose.
In the.telegram to follow this the precise nature of the
provocation which we consider should be the signal for forward
action will be indicated.
