I attach a rather long statement of the history and
position with regard to the Mandates in Syria and Iraq
and the question of the frontiers/following the lines of
the discussion in your room fcfete morning/. I am preparing
separately a summary of the arguments in support of our
case for the retention of the Mosul Yilayet and Amadia in
Iraq. Major Young is coming over here early on Monday and
will stay Tuesday night if necessary.
At the risk of again appearing to create difficulties
I venture to draw attention to some possible disadvantages
of the proposal that the French should be invited to allow
the Syrian frontier to go to the league of nations as well
as the Northern frontier of Iraq. These disadvantages may
be summarised as follows:-
fl) The proposal in your Paris Memorandum Was j hat
the frontiers of Syria and Iraq should be maintained
except in so far as the Mandatory Powers may be disposed
to consider or to propose local rectification. The
French might therefore argue that because we preferred
to submit our frontier to aa»Mtrat ion rather than to
maintain it ythere was no reason why they should not
maintain their frontier or propose local rectification.
Of course, if they first withdrew their support to the
frontier, for which we are fighting, in Iraq, we should
have a good reason for not supporting their frontier as
laid down in the /mgora Agreement and thus perhaps in
driving them into arbitration by the League.
(2) If we are successful here in inducing the
French Delegation to allow their frontier to go to the
League, our action is certain to be grossly misrepresented
