be said that when the French and the Turks were
here in agreement,we forced them to appear to disagree
in order that we might not be the only ones to suffer
the humiliation of having to let our case go to
arbitration. More friction between the two countries
might thus be aroused.
(3) The strength of our action in submitting to
the Council of the League a dispute in v/hich t£e British
Empire is vitally concerned v/ould surely be diminished
by the proposal that the whole Southern frontier of Turkey
should go to arbitration instead of only the frontier in
which the British Empire is concerned.

(4) It is surelyja bad example to give to the Turks
if we let them see, as suggested, that the Council is not
really given a free hand to settle matters in dispute
referred to it but that two of the Great Powers
represented on the Council are making a tacit bargain
about their attitude on the dispute when the matter comes
before the Council. This is of course putting the worst
interpretation on the suggested action, but there is
surely a risk that the Turks would do this.
(5) These disadvantages surely ^putv/eigh any dis
advantages which might come to us by our accepting a
definition of the Northern frontier of Syria in the
Treaty. There is no need to refer in the Treaty to the
Angora Agreement; the line of the Angora Agreement can
simply be defined again in the Treaty. Then your formula
