Italian Ambassador in Saris on Uovember 18th on your
memorandum, the only reference to points VI and VII is
comprised in the following quotation from the Minutes
" II. POIITCABE then proceeded to run briefly
through the other points in the British Memorandum and
it was agreed that they might all be passed except the
Capitulations, the Aegean Islands and the Indemnity, which
were reserved for further discussion after tea."
When the British Memorandum was again discussed at
Territet on November 19th between M* Poincare, yourself
and Signor Mussolini the Minutes record the following
passage:-
" M. POINCARE then referred to the question of
the frontiers of Syria and Mesopotamia. The French
Government agreed with the British Government that there
should be no change in these except the rectification which
the mandatory PoY/ers were prepared to agree to. There was
a similar agreement between France and Great Britain as
regards the principle of the Mandates not being discussed.
"SIGNOR MUSSOLINI said that he was prepared to
accept these points in the Memorandum, but that he must
make a reservation as regards the question of the mandates
in Syria, Iraq and Palestine as between France, England
and Italy.
"M. POINCARE said that he assumed this
reservation did not apply to Turkey.
" SIGNOR LIUS SO LIN I agreed that it was only a
question as between the Allies."
In the discussion between M. Poincar£, Signor
Mussolini and yourself which was resumed here on November
20 th, there was a long and inconclusive discussion
regarding the mandates for Syria, Iraq and Palestine, but
