^Irticle 1 of the National Pact reads as
follows
’'Inasmuch as it is necessary that the destinies
of the portions of the Turkish Empire which are
populated exclusively by an Arab majority, and which
on the conclusion of the Armistice of the 30th
October 1918, were in the occupation of enemy forces,
should be determined in accordance with the votes
which shall be freely given by the inhabitants, the
whole of those parts, whether within or outside the
said Armistice line, which are inhabited by an Ottoman
Moslem majority, united in religion, in race and in
■-iim, imbued with sentiments of mutual respect for each
other and of sacrifice, and wholly respectful of each
other's racial and social rights and surrounding
conditions, form a whole v/hich does not admit of
division for any reason in truth or in ordinance.”
The argument based upon this Article was demolished
in the British Memorandum of December 14th, and this
argument has never really been answered by the Turkish
Delegation. The British criticism of this part of the
Turkish claim may be briefly summarised as follows:~
fl) It is unusual for the vanquished to prescribe
to the victors how they are to dispose of the conquered
territories. In particular it is not known that the Turks
after uheir victories in the past have encouraged the
vanquished to ask for plebiscites.
f2) The words "populated exclusivel y by an Arab
majority" appear nonsensical since the existence of
majorities implies the existence of minorities.
(3) As in fact the ‘Arabs are in a minority as
against the Nurds in the Mosul Vilayet, it appears that
in reality while proposing a plebiscite for the Arabs the
Turks are actually, by the terms of the first Article,
making the holding of such a plebiscite impossible by the
fact that the Arabs are not in a majority.
(4) Two plebiscites have been held in the Mosul
Vilayet since the Armistice. In 1919 Basra, Baghdad and
