unity of race links together Semitic Arabs, Iranian Kurds
and Ural-Altaic Turks. Submission to Turkish rule over
a long period of time cannot be adduced as an argument
binding different races or nationalities to such submission

Tne Turkish Parliament of February 1920 or the Angora
Assembly of December 1922 is to have the right to decide
tnat tne Losul Vilayet (which is represented in neither
to-day) and its enormous majority of non-Turks, is to be
taken away from the victors and returned to the vanquished.
All previous and intervening events are to be ignored -
tne growon of Arab and Kurdish nationalism: the fact that
the Arabs joined the Allied Powers in the Great War as
-Allies in order to free themselves with the support of
the Allies from Turkish rule: the development of the
mandatory system under Article 22 of the Covenant of the
League of Nations and the Treaty of Versailles: the
acceptance by His Majesty T s Government of a mandate in
respect of the three Vilayets of Basra, Baghdad and Mosul;
tne setting up of an Arab State and an Arab King: the
conclusion of a treaty between that King and His majesty’s
Government with the cognisance of the League of Nations:
the adhesion of a large part of the population of the
-.losul Vilayet to the ^rab State: the establishment of an
autonomous regime for the Kurds.
