occupation - that in itself is regarded as a sign of
weakness on the part of the country whose army retires, and
must to some extent influence votes. Then troops of
third countries have to be introduced with additional
danger of friction.
(e) Perhaps the most successful of the plebiscites
held since the armistice were those in Schleswig Holstein,
Allenstein, Marienwerder and Klangenfurt. But even in
these cases the usual accompaniments of plebiscites -
excitement, propaganda on both sides, some bloodshed and
a grievance in the end - were not absent. In the esse
of Klagenfurt, some Slav and some German communes were
left behind within the frontiers of the other, because
given
certain districts were taken as having/a block vote,
whereas a scientifically drawn frontier without a plebis
cite might have avoided this. In the case of Schleswig-
Holstein , the town of Plensborg, though it was the natural
port and market town for the hinterland which voted for
Denmark, had to be included in Germany because of its
solid vote for that country. The plebiscite at VLlna
tfould not/held by the league as originally intended
because of the attitude of Soviet Russia to the proposed
occupation by a mixed force of troops of various countries,
members of the League. Subsequently Poland, after allowing
the town to be occupied by the coup de main Ox a so-called
»independent* Polish general, held a plebiscite which was
admittedly a farce and resulted in many abstentions but
a vote, such as it was,in favour of Poland. Teschen
