train tragedies of unknown magnitude.
In these circumstances, Lord Curzon suggested at Lausanne
that the League of Nations should be asked to arbitrate • per-
-haps that is not technically correct - but the League should
be asked to use their good offices to deteruane what the proper
frontier is of the mandated territory for which the League is
directly or indirectly responsible; and in that proposal Lord
Curzon had the ardent support of the representative of France,
of the representative of Italy 9 and of tne representative of
Japan* All of them thought, and all of them publicly deelmr-
-ed, that they thought the proposal made by the British For-
-eign Secretary was eminently reasonable, eminently moderate,
admirably dalcul&ted to serve the interests of peace and good-
-will among nations.
Unfortunately it was not at the time accepted by ths
Turkish representatives. There is still a hope - and I ven-
-ture to cherish the hope - that still it may be accepted, And
that a scheme which in itself is obviously fair - or at all
events seems to me to be obviously fair - is one which will
meet not merely with trie approval of France, Italy, Ja^an and
Great Britain, but of Turkey itself. But I am afraid we have
to contemplate an alternative possibility; lam afraid we
cannot disguise from ourselves that when this proposal formally
and finally comes before the Conference at Lausannce the Turkish

representatives will not find it in accordance with their in-
-structions to accent the proposal, however reasonable, however
moderate, it may appear to be to other people, -hat then is
to take place? We have to contemplate failure* How are
we to parry the dangers which failure might conceivably bring
