undue privileges being granted to the many speculators whom our
success will undoubtedly bring into the field.

River Embankments in British Burmah.
We forward copy of our proceedings in connexion with projects
for the construction of river embankments in British Burmahj and the
system proposed for the assessment of the protected lands. The
question of the adoption in that Province of a system under which
land protected by embankments constructed at the cost of the State
should be made to pay for the outlay on these works was raised in
October 1868, in connexion with the proposed extension of embank,
ment operations along the River Irrawaddy. It was not until October
last, however, that the measure was ordered to be introduced in the
Province. Almost simultaneously with this, we sanctioned a project
submitted by the Chief Commissioner for the extension of the elnbank-
ments from the Irrawaddy along the south bank of the Bassein River
to Laymyethna, the estimate for which amounted to Rs. 3,03,552 )
subject, however, to the condition that work was not to be commenced
until the financial position of all such operations had been placed on
a permanent and satisfactory basis. Subsequently, an estimate,
amounting to Rs. 86,603, was received for an embankment on the
west bank of the Irrawaddy between Henzadah and Zaloon, which
also has been sanctioned by us on the same conditions as those pre
scribed in the case of the Laymyethna scheme.
We have now finally approved of the instructions issued by the
Chief Engineer, under the authority of the Chief Commissioner of
the Province, to local Officers, in accordance with the principles
originally laid down by us, and the necessary orders will be issued for
the guidance of the Revenue Officers, and for the crediting under a
separate head of the portion of the land revenue that is to appear as
income in the embankment accounts.
It has been decided to transfer from the gross revenue derived
hom the protected lands to the credit of the new embankments, the
amount of four or six annas per acre yearly, according as the lands
are partially or wholly protected from inundation. The total receipts
under this head for each year, considered in relation to the original
cost and interest thereon, and the charges of maintenance of th e
embankments, will show whether these rates, which have in the first
instance been fixed in an arbitrary manner, are remunerative, and
may be fairly taken as a basis for the establishment of an embank-
