The Director of Public Instruction, the Sanitary Commissioner
and the Inspectors of Jails and of Vaccination in the North-West Pro'
vinces should, as a part of their ordinary duty, visit Ajmere, and report
through the Chief Commissioner, in the same way as the corresponding
officers in the Central Provinces report through the Resident at
Hyderabad in regard to the Berars.
We now beg strongly to urge that Her Majesty’s Government
will give early sanction to the measures which we have authorized so
that they may be carried into effect on 1st April next.

Position of the Inspector General of Forests.
We have lately had under consideration the necessity of somewhat
modifying the rules for the management of forest business which
were adopted in March 1864. On several occasions Her Majesty’s
Government has directed the attention of the Government of India to
the general subject, and has specially noticed the importance of the
Inspector General of Forests exercising an efficient general direction
and superintendence over the amalgamated Forest Department under
the Government of India, and of his being placed in a position in
which he can communicate freely on professional subjects with the
Conservators of Forests in the Presidencies of Madras and Bombay,
and in the Provinces under the Government of India. We understand
that the intention of the Secretary of State is, that the Inspector
General of Forests should be placed in a position in which he can
effectually inspect and supervise all forest operations, and freely advise
the Administration on all matters relating to forest management
(beyond which his interposition would not now be practicable), and that
he believes this object may be attained without in any way interfering
with the authority of the Governments of Madras and Bombay, or of
the other Local Governments and Administrations, in forest matters, or
diminishing their responsibility in this respect.
The general control over forest matters will continue to be
exercised by the Government of India, and no change of the present
practice is contemplated in this respect. Subject to the general con
trol of the Government of India, the administration of the forests in
the different provinces will be entirely in the hands of the Local Go
vernments and Administrations, and all orders to Conservators and
other Officers who have a share in the administration of the forests
will be issued exclusively by the Executive Governments. The
Inspector General of Forests will merely occupy the position of an
advising and inspecting Officer, and will have no authority or power
