Go vernment itself.
Elsewhere we have in the local Government equally good
brains, such as Eeza Beg, virtually A.P.Q. Shar Bazher,
Jemal Beg (late Major G-.S.O. Turkish Army) Mudir of Merga,
Auni Effendd (late Captain Cavalry) Mudir of Tangero, and
others. Eot only are they satisfied and satisfactory brkt
I am very glad, to have the services of such brains.
It has always been rather a point to me, that I had
already incorporated in the Government and placed, in
responsible positions, the best men and most ambitious and •
that I was perhaps ahead of other divisions in this respect,
I rather stressed this feature in my Administration Beport
for 1919 because 1 regard it as one of the strongest parts
of the local Government structure.
Since first wiring to you I have found out the seat of
the trouble. It lies in two extremely offensive and wealtly
merchants, Haji Bulla Said and Hama Brash his brother.
These are Kirkuklis long settled here, violently anti *
British and Turkish by race-pro Turk.
luring Turkish times, being the only merchants of the
same stock as the Government they enjoyed the confidence of
the higher officials and benefited very materially and. in
many very nefarious ways. Their object has been, so far as
I can ascertain to take advantage of the interregnum
between the armistice and signature of peace to create a
situation sxxitaxsraK&fcxjL which will so influence the Home
Government that this part of the country be granted either
independence or be returned to the Turks. They are well
informed of exterior politics.
To this end they have systematically tried to poison
the minds of the higher officials, and Faiq was most
