I think in view of the trend of political opinion in
Baghdad, the recent successes of Bolshevism, and the delay
of peace fith Turkey, that we should not lose sight of
the potentialities of the external situation. There is
no doubt that the great delay in settling peace with
Turkey is an obstacle to administration*

sufficient power to raise an Islamic state independent
