(1) Hamdi Bey is a Kurd who has large
possessions in Mesopotamia, and a continuance of
British administration in its present form is very
greatly to his financial advantage.
(2) (Para.3) ^he rapprochement between the
Kurds and the young Turks which he has noted,
confirms Cherif Pasha’s statements to the same effect
(3) The Nationalists in Every Eastern Country
could be classified, certainly in the early stages
of the movement, as "Vocal and Uninfluential" , but
it is to this class that deference is being paid in
India, and presumably in the Middle East. If
"uninfluential" they do represent a majority of
the intelligentsia.
(4) Hamdi Bey’s view that the chiefs and People
would fall victims to any well-organi sed external
movement, coincides with Captain Beale’s information
that a force of 500 Turks could march unopposed
through Kurdistan.
(5) The last two paragraphs sum up the
situation. The present regime could only be
maintained by an expenditure of force. His Majesty’s
Government are not prepared, it is understood, to
supply this force, certainly not for the altruistic
motive of providing contentment to the cultivating
classes of Kurdistan.
(6) In forwarding copy of this telegram to the
Foreign Office, it is necessary to specify whether M
Montagu wishes to modify the views he has expressed
as to the future of Kurdistan, in
