former footing’, excepting in the Poona district, in which, as a
temporary arrangement, pending the contemplated reorgani
zation, the grade of third-class privates has been abolished,
resulting in a decrease of 55 men, whose salaries have been
availed of to increase the pay of the remaining third-grade
privates to that of second-grade privates. The Superintendent
of Police, Poona, however, reports that he has not derived the
benefit he anticipated from the arrangement, as he is still
unable to procure men for the Police, in which there were at
the date of his report about 50 vacancies in consequence.
“ This difficulty of procuring men for the Police is felt
more or less in all the districts, and will probably continue to
be felt until the reorganization of the entire Police establish
ments, which is under contemplation by Government, is
effected.
“ The Mounted Police also continues on its former foot
ing. If the Jahgeerdars, who furnish the contingents of Horse,
now employed on Police duty in the Poona, Sattara, and
Kulladghee districts, will consent to the arrangements recently
proposed to them, it is hoped that the present state of matters
will shortly be remedied, and an efficient body of Mounted
Police obtained for employment in the Southern Division.
Compared with the year 1864, there has been a de
crease amounting to nearly 6 per cent, in the total number of
crimes of all descriptions committed in the Southern Division
during the year 1865. In the districts of Dharwar, Canara,
Rutnagherry, Sattara, Kulladghee, and Belgaum the total
number of crimes is smaller than in the preceding year, but
in the Poona district, including Sholapoor, and in the Ah-
mednuggur district, there has been an increase. In the latter,
however, the increase is entirely in offences of a petty nature.
<£ As regards crimes of a serious nature, there is a decrease
amounting to about 24 per cent, in the number of murders
