the Traffic department, especially the District Superinten
dents, ought to be held responsible for the state of the stations
and for the prevention of disorder. If they always did their
duty and reported every instance of misconduct that came to
their notice irregularities would be less frequent.
97. Want of Engine power .—As regards the goods
traffic the Company have suffered from the want of locomotive
engines. The stock of waggons could not be fully worked
in consequence, and the Company probably lost a good deal
of traffic.
98. Carting Agencies.—The Agent has established cart
ing agencies at all the principal stations, and has watched
the working of the goods rates most carefully where the Rail
way and the coasting craft came into opposition, and varied
them from time to time, and the result is on the whole most
encouraging.
99. Practice of selling Goods Waggons. —The practice
of selling the waggons which used to prevail has probably been
checked to some extent by the large additions made to the
rolling stock, and the greater care exercised in its distribu-

from every station by telegraph showing number of waggons
available, and the quantity and description of goods brought
for transport, and that the distribution of the waggons to the
several stations should be arranged by a central controlling
authority to whom these returns would be sent.
100. Compensation clahns.—The amount paid for claims
is much smaller than during the past year. A disastrous
fire occurred among some goods and cotton trucks in March
last at the Grant Road Station which cost the Company
about Rs. 25,000 for compensation, and there were two
or three instances of goods catching fire in transit which
helped to swell the sum paid, but the doubtful claims and rob-
