when not entitled to pension were retained in the service as
supernumeraries and absorbed as vacancies occur.
19. To reduce any further by whole regiments would,
in my opinion, be an error, even if reduction were otherwise
advisable. There have been so many reductions during the
last few years that further reductions would greatly increase
the general feeling of uneasiness and insecurity to which I
