Sir,—W ith reference to Bombay Government telegram
received at Fao on the 3rd May last, and a memorandum from
yourself which reached me through Mr. Kersting on or about
the 14th idem at Bagdad, the first authorising me to proceed
to inspect the Telegraph line from Bagdad to Scutari, and the
second setting forth the chief points requiring attention on
such tour of inspection, I have now the honour to forward-
I. Memorandum of changes which appear requisite
for the better security and general improvement of the line
of Telegraph, accompanied by a rough Diary from Jezireh
to Izmid.
II. A similar document* (though much modified in

changes proposed, for submission, if requisite, to the Otto
man authorities.
III. Copy of correspondence with Colonel Kem-
ball, C.B., Her Britannic Majesty’s Consul General at
Bagdad.
IV. Memorandum of stages from Bagdad to Izmid.
