MUNICIPAL.
BOMBAY.
During the first half of 1865 the Municipality was
managed by a Board of three Commissioners under Act XIV.
of 1856 and Act XXV. of 1858.
2. One of these Commissioners was appointed by Go
vernment, and was President of the Board, and the remaining
two were selected by the Bench of Justices.
3. Act XXV. of 1858 provided for raising a fund for
Municipal purposes, which fund, with certain trifling restric
tions, was entirely under the control of the Board.
4. The necessity for a reform in the Municipality had
long been felt by the Government and Her Majesty’s Justices
of the Peace for Bombay.
5. Towards the end of 1863 Dr. Leith was commission
ed by Government to report on the sanitary condition of the
city, and his report of the 29th February 1864 placed in a
most striking and unquestionable light the urgent want of
more effective measures for improving the sanitary condition
of Bombay.
6. Government on the 2nd May 1864 passed a Resolu
tion on Dr. Leith’s report in which it sketched a comprehen
sive scheme for municipal reform. The opinion of the Bench
of Justices was invited, and after much discussion the question
was earnestly taken up by the Honourable Walter Cassels,
then a member of the Legislative Council, who prepared and
introduced into Council a Draft Act embodying the views of
Government, while it endeavoured to deal with almost every
question of municipal administration.
