23. ‘In the Engineer’s works, as long ago in the civil department,
contract labour was adopted, greatly to the advantage both of the natives of
adjacent Arabia and of Government. The saving to the State is estimated
at forty per cent, on the work done as compared with the cost of the same
work performed by labour imported from India. “ The contractor
employed daily on an average five hundred unskilled Arab labourers, and
about one hundred masons, carpenters, &c.”
24. Hospital accommodation at Aden is said to be defective, There
was no small-pox hospital. The European General Hospital at Steamer
Point had been made over to the European Infantry, and no consequent
provision had been made for the wants of the class for the benefit of which
that hospital had been established.
25. Nothing had been done to restore the remainder of the dilapidated
reservoirs. Some of them have been made over “ to three leading mer
chants of Aden, who are willing to undertake the work on their own
account.” They had already repaired three of the tanks, and were partially
rewarded by the fall of rain which occurred on the 3rd of May.
26. The Resident “ cannot endorse the certificate of praise awarded
in the report of the preceding year to Captain Fuller’s bunds.” It is true
