15. “The third class passengers, who out-number the others as 14
to 1, and who pay 5 times as much to the Company,” were carried during
1862 at the rate of 2 pies, or a farthing a mile. In 1861 there were two
rates of 3 and 1J pie.
16. The impressed state of the cotton carried to the Coast needlessly
increases the number of vehicles employed. The carriage to the coast
generally is very much greater than that from the coast. “ Partly from
these causes and partly from mismanagement, the mean load of carriages
adapted to carry six tons is less than two, and * # for every ton of paying
goods carried, the Company have to move two of dead weight in the
shape of empty and half empty waggons.” The ultimate cessation of the
present transport of railway materials will aggravate this state of affairs,
unless a counterbalancing increase in the quantity of goods sent inland
take place. Measures are being adopted to secure to the Company the
carriage up-country of the salt which is manufactured on the coast, but little of
which at present finds its way to the railway. At Tanna and Callian the
construction of branch lines to neighbouring bunders had been resolved
on, or was being discussed. A road from Kurjut Station to the salt-works
at Penn was in course of making. Proposals had been made for establish
ing a system of bonded warehouses to be built at selected stations.
BOMBAY, BARODA, AND CENTRAL INDIA RAILWAY.
17. On the Bombay, Baroda, and Central India Railway, 52J miles
ol new road had been added to the working mileage, and at the close of
the year 1862-63 trains had been running since January for the whole
distance between Bulsarand Ahmedabad, a total distance of 185^ miles.
18. The line between Bombay and Bulsar had not progressed
satisfactorily for want of materials for the iron bridges and permanent way.
r lhe earthwork had been rapidly executed by means of contractors, contract
labour having been substituted for day labour regulated by departmental
control. Masonry works had also been carried on with celerity. At
Bombay a change of plan had taken place, and the Government had engaged
to execute the necessary works for crossing Back Bay. In consequence,
the Company had abandoned its former design of carrying the line along
the slope of lardeo Hill, a line adopted because of the material which the
cuttings would liberate for use in filling up Back Bay. The line now
will be brought straight to the shore of the Bay.
19. Great difficulties have been encountered in carrying the line
over some of the rivers. The Par is instanced, where the foundations
of the piers had to be sunk in a bed covered at all times by a considerable
