47. I consider that such articles as those enumerated in the margin might with
advantage be supplied by the Jails at
Tents.

every large station. To enable the
Jails to undertake these supplies, I
would very respectfully urge that they
be not applied to to furnish convict road
gangs by the removal of the healthy
and the skilled from among them, as
by so doing all attempts at producing
such articles would be futile, and could
not possibly result in anything but failure and loss.
48. I have taken considerable pains since my return from Bengal to collect infor
mation on the subject of gunny bag manufacture as at Alipore, the details of which are
given in my report No. 515 (page 10 to 13) of the 9th April last, and to introduce this
branch of industry in our Jails as one for which there is a ready increasing demand.
The results I have obtained, especially at Dhoolia, have been very satisfactory as to
the quality but not so as to the cost of the bags. I fear that without power-looms the
price will not be reduced so as to ensure the profits which are inevitable if this difficulty
could be overcome.
49. I will advert to this subject more in detail in my next report, and in the
meantime will persevere in my endeavours to introduce a branch of industry so full of
promise and so highly remunerative from the very fact that the demand in Bombay
and Kurrachee far exceeds what could probably be produced in our Jails. These
demands are now all supplied from Calcutta, the Alipore and Hooghly Jails furnishing
a large portion.
50. By the profits arising from this manufacture alone the whole gross cost of
the Alipoie Jail, amounting to Rs. 55,606-0-8, was paid in 1861; and in Bombay,
although I am not sanguine enough to anticipate equal results, still 1 feel convinced
that enormous profits will accrue, only on one condition however, viz. that the present
cost of manufacture per bag at Dhoolia, which is from ten to twelve annas, can by
power-looms or other means be reduced one half.
