APPENDIX TO JUDICIAL REPORT.
73. In five Jails (Dharwar, Rutnagheny, Surat, Kaira, and Alimedabad) there
has been a decrease, in the remaining seven an increase, of cost on account of clothino-.
I anticipate, however, by the introduction of the new scale alluded to above, and by the
issue of clothing only at such times as it may be absolutely necessary in substitution
of the system of regular periodical supplies, that considerable economy will be the
result during the current year.
74. Already many of the Session Judges have reported very favourably on the
new system both on financial and sanitary considerations.
75. Several of the Civil Surgeons, however, have recommended an extra blanket
and cotton coat. The adoption of this suggestion would increase the “wardrobe” of a
prisoner to a degree of comfort and extravagance which could not for a moment be
entertained without very forcible reasons indeed, with which I am as yet unacquainted.
76. I can state from recent personal experience that the prisoners in the Bombay
Jails are at present far better clothed than ■any I have seen in the Bengal, North-West,
and Punjaub Jails which I have visited. With the Madras Jails especially the compa
rison is vastly in favour of Bombay.
77. In the provinces above named the limit fixed by the Government for clothing
per prisoner is Rs. 2-12, and I consider that in Bombay this sum, with due care and
economy, should suffice.
78. In five of the Jails this amount has been exceeded, and in Sattara the charge
has been enormously high. On a reference to the Session Judge an amended statement
was forwarded, calculated on the actual instead of the average strength, which is evi
dently erroneous. By the former mode of calculation the cost per prisoner would be
reduced to merely one-fourth. As the latter appears to be in force in Bengal, I have
adopted it. The cost in the Lower Provinces in 1861 varied from Rs. 3-15-7 to seven
annas and two pies, whereas in Bombay during the past year it ranged between Rs. 4-9-4
and Rs. 1-1-2.
79. Under this heading are included Military and
Cost of Fixed Establishment. Police guards for the safe custody of the Jail. The cost
per prisoner for 1861 and 1862 is given below : —

Annual administration report of the Bombay Presidency The name given to each of the three divisions of the territory of the East India Company, and later the British Raj, on the Indian subcontinent. , providing a summary record of the main events and developments in each department of the Government of Bombay From c. 1668-1858, the East India Company’s administration in the city of Bombay [Mumbai] and western India. From 1858-1947, a subdivision of the British Raj. It was responsible for British relations with the Gulf and Red Sea regions. during the financial year 1862-63.
