87. It appears to me that economy under this head is practicable, especially at
Ahmednuggur, Rutnagherry, and Sholapoor. I omit Surat and Poona, where the expen
diture has also been high, because I am aware of the special sickness that has prevailed
in the former, and the large number of sickly and weak men that have been confined
in the latter.
