APPENDIX TO JUDICIAL REPOPwT.
The cases of diarrhoea, dysentery, and cholera amount to almost one-half of those of all
other diseases treated during the year, and the deaths to more than double of those
from all other causes. The percentage of deaths to strength reached the unprecedentedly
high figures of 27 - 8.
126. This .Tail labours under many disadvantages : it is intersected by a labyrinth
of under-ground drains for carrying off into the river Taptee the whole filth of the Jail;
these are almost at all times abominably offensive, and, in spite of every attention to
cleanliness, pregnant with the seeds of disease. The water too is more or less brackish
and impregnated with nitratis. The only radical remedy is temporarily to abandon
the Jail, encamp the prisoners outside the walls after the rains, and completely eradicate
every trace of these filthy drains, and fill in the excavations with fresh gravel, which
could be procured at no great distance. The whole of this work could be performed
by the prisoners. The water—the best procurable in the vicinity of the Jail—should be
boiled, and then filtered through charcoal and sand for all cooking and drinking
purposes.
127. Even although a central prison in Gujarat be constructed, it will, I consider,
be necessary to retain a Jail at Surat to carry out sentences of short imprisonment.
It therefore becomes a matter of importance that all practicable sanitary reforms should
be carried out as soon as possible, and I have no doubt that those above recommended
will result in that complete success, as far as purely local influences are concerned,
which may justly be anticipated.
128. It is not, however, entirely owing to the grave sanitary defects in this Jail
that the mortality is to be attributed, for by far the greater number of deaths occurred
among the prisoners transferred from the Broach zilla. To these, for reasons as yet not
satisfactorily explained, confinement in this Jail has been lamentably fatal.
