APPENDIX TO JUDICIAL REPORT.
4. The Jail buildings were unroofed and remained so for some time; the walls were
whitewashed, the floors and roofs completely renewed, the drains dug up, and everythino-
done to improve the sanitation. The prisoners returned, and fever did not reappear
among them.
.5. The building was, however, condemned, and a new Jail was constructed on the
outskirts of the town. This at present consists of a few ill-constructed buildings, com
prising male and female wards, hospital, worksheds, guardrooms, &c., scattered within the
enclosure-walls, with apparently studied irregularity and disregard of all architectural and
economical requirements.
6 . This abortive attempt at Jail construction, without plan, without estimates?
without regular sanction, and without efficient and professional supervision, has cost
nearly Rs. 60,000. The result will ever remain a warning to avoid such irregularities in
future as being not only costly but in every way unsuccessful.
7. It has been proposed to abandon the present buildings, but this course is
scarcely advisable, as it appears to me that in spite of its imperfections the present Jail
will answer the purpose of a district prison for the short-term convicts in the event of
central prisons being constructed.
8 . No new buildings have been erected. Several useless sheds have, however,
^ been removed, and a gateway leading out from the back of the
J ail has also been built up, thereby creating considerable saving
(about Rs. 500 per annum), and adding to the security of the Jail. Arrangements
are in progress for supplying more accommodation, which is now rather urgently
required.
